The campaign plan includes, at minimum, a creative strategy with product prototypes at storyboard level, methods of dissemination, dissemination timelines with triggers, desired audiences, desired effects, expected measures of effectiveness, and an assessment plan.

The plan also demonstrates the flow-down of creative concepts into all media products suggested to accomplish the cumulative desired effect, as well as the rationale for how the finished product will successfully deliver the intended message to the audience and accomplish pre-stated measurable objectives.
